揭阳移动多企业版本，无法新增企业
1.在Server/bpmconfig.xml中加一条:<UserIdConfig>true</UserIdConfig> 启用bpmu_user.account为随机数，使不同systemid允许相同的username
2.2.运行:delete from BPMD_SYSTEM where SystemId not in(select SystemId from BPMU_USER)
